Biography
RAOUF BOUTABA received the Bachelors degree from the University of Annaba, Algeria in 1988, a M.S. degree from the Université de Pierre et Marie Curie, France, in 1990, a Magister degree from the University of Annaba in collaboration with the University of Glasgow, Scotland, in 1993, and a Ph.D. degree from the Université de Pierre et Marie Curie in 1994, all in Computer Sciene. He is currently a University Research Chair and Professor with the David R. Cheriton School of Computer Science at the University of Waterloo, Canada. Dr. Boutaba is the current Director of the David R. Cheriton School of Computer Science, and held the offices of the Associated Dean of Research and the Associate Dean of Innovation and Entrepreneurship within the Faculty of Mathematics at University of Waterloo.
From 1993 to 1995, Dr. Boutaba was an Attaché Temporaire d'Enseignement et de Recherche at the Université d'Evry Val d'Essone, France. In 1995 he joined the Computer Science Research Institute of Montreal, Canada as the Lead Researcher where he founded and led the Telecommunications and Distributed Systems Research Division and later become its Director in addition to being the Lead Researcher. In 1999 he joined the School of Computer Science of the University of Waterloo, Ontario, Canada, as an Assistant Professor. He was promoted to the rank of Associate Professor in 2002 and Full Professor in 2007.
Dr. Boutaba held visiting professorships at the University of Toronto, Canada, the Pohang University of Science and Technology – POSTECH, Korea, the Université de Pierre & Marie Curie – Paris VI, the Université de Versailles St-Quentin-en-Yvelines, the Ecole Nationale Supérieure des Télécommunications – ENST-Paris, the Université de Villetaneuse – Paris XIII, and the Université Henry Descartes – Paris V, France.
He is the founding Editor-in-Chief for the IEEE Transactions on Network and Service Management (2007-2010), and a past editor for the Elsevier Computer Networks journal (2004-2008).
He is currently an Editor for the IEEE Transactions on Mobile Computing (since 2011), an Advisory Editorial Board member of the Springer Journal of Network and Systems Management (since 2001), an Editorial Advisory Board member of the ACM/Wiley International Journal of Network Management (since 2011), an editor for the KICS/IEEE Journal of Communications and Networks (since 2002), an editor for the Wiley Wireless Communications and Mobile Computing journal (since 2010), and an editor for the Springer Journal of Internet Services and Applications (since 2010). He is also on the editorial board of other journals including the Journal of Autonomic and Trusted Computing, the International Journal of Autonomous and Adaptive Communications Systems, the International Journal of Communication Networks and Distributed Systems.
He guest-edited several special issues for various journals including the IEEE Journal on Selected Areas in Communications (October 2005, December 2005 and January 2010), the Elsevier Computer Networks Journal (March 2006, April 2010 and May 2011), the Springer Journal of Internet Services and Applications (2011), the Elsevier Computer Communications Journal (June 2006), the Springer Journal of Network and Systems Management (March 2000), the International Journal on Interoperable Communication Networks (January 2000), and the ACM/Baltzer International Journal on Mobile Networks and Applications (June 1999).
Dr. Boutaba was the General or Technical Program (Co-)Chair of several conferences/symposia/workshops including the IEEE Feature Interactions Workshop (FIW) in 1997, the IEEE/IFIP Conference on the Management of Multimedia Networks and Services (MMNS) in 2000, the IEEE Network Operations and Management Symposium (NOMS) in 2004, the IEEE Consumer Communications and Networking Conference (CCNC) in 2005, the IFIP Networking Conference (NETWORKING) in 2005, the IEEE Autonomic Computing and Communications (ACC) Workshop in 2006, the IEEE International Conference on Computer Communications (ICC) in 2005, 2006, 2007 and 2009, the IEEE Global Communications Conference (Globecom) in 2006 and 2008, the IEEE Workshop on Autonomic Communications and Network Management in 2009, the IEEE Global Information Infrastructure Symposium (GIIS) in 2009, the IEEE Advanced Information Networking and Applications (AINA) in 2010, the IEEE Autonomic and Trusted Computing Conference (ATC) in 2010. He is currently serving as the General Chair of the IFIP Wireless Days in 2011, and as the Technical Program Co-Chair of the 52nd IEEE International Conference on Computer Communications (ICC) in 2012.
He was the Founder and General Chair of the IEEE/IFIP Conference on the Management of Multimedia Networks and Services (MMNS) in 1997, the Co-Founder and Co-Chair of the IEEE Autonomic Computing and Communications (ACC) Workshop in 2005, the Founder and Program Co-Chair of the IEEE Global Information Infrastructure Symposium (GIIS) in 2007, the IEEE Workshop on Autonomic Communications and Network Management in 2008, the Founder and General Chair of the IEEE/IFIP International Week on the Management of Networks and Services (MANWEEK) in 2005, the Co-Founder and Co-Chair of the IEEE/IFIP Workshop on SmartGrid Communications & Management in 2010, and the Founder and General Chair of the IEEE/IFIP/ACM International Conference on Network and Service Management (CNSM) in 2010.
He was also member of several conference organizing committees serving in different capacities including as the Keynote Speakers Chair for the IFIP/IEEE International Symposium on Integrated Network Management (IM) in 2001, as Panel Chair for the IEEE/IFIP Conference on the Management of Multimedia Networks and Services (MMNS) in 2001, the IEEE International Conference on Computer Communications (ICC) in 2003, and for the IEEE/IFIP Workshop on SmartGrid Communications & Management in 2010, as the Finance Chair for the IFIP/IEEE International Symposium on Integrated Network Management (IM) in 2003, the IEEE/IFIP Network Operations and Management Symposium (NOMS) in 2008, and the IEEE Global Communications Conference (Globecom) in 2009, and the IEEE/IFIP Network Operations and Management Symposium (NOMS) in 2012, as the Patrons Chair for the IFIP/IEEE International Symposium on Integrated Network Management (IM) in 2005, as Publications Co-Chair for the 29th IEEE International Conference on Computer Communications (INFOCOM) in 2010, and the IEEE/IFIP/ACM International Conference on Network and Service Management (CNSM) in 2011.
He is the Chair of the Steering Committee of the IFIP/IEEE International Symposium on Integrated Network and Service Management (IM) and IEEE/IFIP Network Operations and Management Symposium (NOMS) since 2001, the Chair of the Steering Committee of the IEEE/IFIP/ACM International Conference on Network and Service Management (CNSM) since 2005. He is member of the steering committees of other conference steering committees such as the IFIP Wireless Days since 2008.
Dr. Boutaba is an active member of the IEEE Communications Society and held several offices including – Director of the Conference Publications Board (2008-2009), Director of the Society Relations Board (2006-2007), and First Director of the Standards Board (2005-2006); - Member of the Education Board (2008-2009), Member of the Sister Societies Board (2008-2009), Member of the Standards Board (2006-2007), Member of the Online Content Board (2004-2005), and Voting Member of the Meetings & Conferences Council representing the "Networks and Systems Management" technology sector since 2004. He was elected in leadership positions of several technical committees of the IEEE Communications Society including - the Technical Committee on Information Infrastructure (Program Chair: 2002-2003; Vice Chair: 2004-2005; and Chair: 2006-2009); - The Technical Committee on Autonomic Communications as the founding Chair (2006-present); - The Technical Committee on Ad Hoc and Sensor Networks as the founding secretary in 2005. He is also active at the local level as the Chair of the Kitchener-Waterloo region IEEE Communications Chapter since 2000 and past Chair of the Kitchener-Waterloo region IEEE Computer, Information Theory and Vehicular Technology Chapters. Dr. Boutaba is also active in the IFIP. He served as the Chair of the Working Group 6.6 on Network and Distributed Systems Management (2001-2007) and currently serves as an Expert member of the IFIP Technical Committee 6 on Communication Systems.
Dr. Boutaba received several Best Paper Awards including the Best Paper Award of the International KICS/IEEE Journal of Communications and Networks in 2001; the Best Paper Award of the IFIP/IEEE International Conference on Management of Multimedia Networks and Services, Belfast, Ireland in 2003; the Best Student Paper Award at the IFIP/IEEE International Conference on Management of Multimedia Networks and Services, San Diego, USA in 2004; the Best Student Paper Award at the IFIP/IEEE Integrated Network Management Symposium, Munich, Germany in 2007; the IEEE Communication Society Fred W. Ellersick Paper Prize in 2008; the Best Paper Award at the IFIP/IEEE Integrated Network Management Symposium, Long Island, USA in 2009; the Best Student Paper Award at the IEEE/IFIP International Conference on Network and Service Management, Niagara, Canada in 2010; the Best Poster Award at the International Symposium on Information Technology Convergence Engineering, Pohang, Korea in 2010; the Best Paper Runner-up Award at the 5th International Workshop on Hot Topics in Peer-to-peer Computing and Online Social Networking (HotPOST) co-located with IEEE ICDCS, Philadelphia, USA in 2013; and the Best Paper Award at the ACM/IEEE/IFIP International Conference on Network and Service Management (CNSM), Rio de Janeiro (Brazil), November 17-21, 2014.
For his contributions, Dr. Boutaba received several recognitions. In Algeria, he received the Education and Research Minister's Prize as the "Major de Promotion" when completing his Bachelor's degree in 1988. At the University of Waterloo, he was awarded a Fellowship of the Faculty of Mathematics (2003-2005), a David R. Cheriton Faculty Fellowship (2007-2009 and 2011-2014), and the University Outstanding Performance Award in 2008, 2011 and in 2014.
He is the recipient of the Premier's Research Excellence Award, Ontario, Canada in 2000. He received a Research Excellence Award in 2004 and an Award for Leadership Excellence in Technology Transfer in 2005 both from NORTEL Networks. In 2009, he received the Discovery Accelerator Award from the Natural Science and Engineering Research Council of Canada.
Dr. Boutaba received the Harold Sobol Award from the IEEE Communications Society in 2007 "For envisioning and implementing a converged strategy for the Society's network operations and management events that significantly increased their value to the industry and academic community in this field." He received the IFIP Silver Core in 2007 for his Service to the International Federation for Information Processing as the Chair of the IFIP Working Group on Networks and Distributed Systems Management. He received the IEEE Communications Society Joseph LoCicero Award in 2009 "For outstanding service as founding Editor-in- Chief of the IEEE Transactions on Network & Service Management." Dr. Boutaba is a distinguished speaker of the IEEE Communications Society (2005-present) and served in the past as a distinguished speaker of the IEEE Computer Society (2002-2004).
Dr. Boutaba received the Dan Stokesberry Award in 2009 "presented to an individual who has made a particularly distinguished technical contribution to the growth of the network management field". He also received the Salah Aidarous Award in 2012 “presented to an individual who has provided unremitting service and dedication to the IT and Telecommunications Network Operations and Management community”.
Dr. Boutaba is an IEEE Fellow (2012) with the citation: "for contributions to network management methodologies and applications".

Dr. Boutaba named Fellow of the Engineering Institute of Canada (2013).
Prof. Raouf Boutaba has been awarded the 2014 McNaughton Gold Medal. Established in 1969, the McNaughton Gold Medal is IEEE Canada's highest honour and is awarded to outstanding Canadian engineers recognized for their exemplary contributions to the engineering profession. Only one medal is awarded each year, across all disciplines included in the IEEE.
Dr. Boutaba named Fellow of the Canadian Academy of Engineering (2015).
Dr. Raouf Boutaba is the recipient of the Technical Achievment Award of the IEEE Communications Society Technical Committee on Information Infrastructure and Networking (2016).
Dr. Raouf Boutaba is the recipient of the 2016 Donald W. McLellan Meritorious Service Award of the IEEE Communications Society (2016).
Dr. Boutaba is the recipient of the INRIA International Research Chair (2017 - 2022).

His research interests are in resource, network and service management in wired and wireless networked systems with a current focus on network virtualization, cloud computing and information centric networking.
